This policy applies to all users including faculty, staff, students, and guest users of ŷ��ڱ��Ƶ of Missouri computer networks, equipment, or connecting resources.

ŷ��ڱ��Ƶ Inspection of Personal Electronic Information -- All information technology resources, including computer networks, equipment and connected resources, provided by the ŷ��ڱ��Ƶ of Missouri are the property of the ŷ��ڱ��Ƶ. The ŷ��ڱ��Ƶ values the principles of academic freedom and privacy and does not condone casual inspection of the information contained within or transmitted via these resources. However, electronic information on ŷ��ڱ��Ƶ networks or equipment, including, but not limited to, electronic mail and personal information, is subject to examination by the ŷ��ڱ��Ƶ where:
1. It is necessary to maintain or improve the functioning of ŷ��ڱ��Ƶ computing resources;
2. There is a suspicion of misconduct under ŷ��ڱ��Ƶ policies, or suspicion of violation of Federal or State laws;
3. It is necessary to comply with or verify compliance with Federal or State law including e-discovery procedures; or
4. If it will serve a legitimate business need of the ŷ��ڱ��Ƶ.
Acceptable Use Guidelines
1. Responsibilities of Users of ŷ��ڱ��Ƶ Computer Resources:
  1. Respect the intellectual property rights of authors, contributors, and publishers in all media.
  2. Protect user ID, password, and system from unauthorized use.
  3. Adhere to the terms of software licenses and other contracts. Persons loading software on any ŷ��ڱ��Ƶ computer must adhere to all licensing requirements for the software. Except where allowed by ŷ��ڱ��Ƶ site licenses, copying software licensed for ŷ��ڱ��Ƶ use for personal use is a violation of this policy.
  4. Adhere to other ŷ��ڱ��Ƶ and campus policies, including the Collected Rules and Regulations of the ŷ��ڱ��Ƶ of Missouri, and, if applicable, the ŷ��ڱ��Ƶ Business Policy Manual, Human Resources Manual and policies established for a specific resource.
  5. Adhere to data access policies of the ŷ��ڱ��Ƶ or those established by law.
  6. Use ŷ��ڱ��Ƶ computer resources in a manner that is compliant with ŷ��ڱ��Ƶ policies and State and Federal law.
2. Prohibited Uses of ŷ��ڱ��Ƶ Computer Resources:
  1. Unauthorized or excessive personal use. Use may be excessive if it overburdens a network, results in substantial use of system capacity, or otherwise subjects the institution to increased costs or risks (employees additionally may be subject to discipline for unauthorized or excessive personal use of computer resources.)
  2. Uses that interfere with the proper functioning of the ŷ��ڱ��Ƶ's information technology resources.
  3. Uses that unreasonably interfere with the ability of others to make use of ŷ��ڱ��Ƶ computer resources.
  4. Attempting to gain or gaining unauthorized access to the computer system, or files of another.
  5. Use of ŷ��ڱ��Ƶ computer resources to infringe the intellectual property rights of others.
  6. Use of ŷ��ڱ��Ƶ computer resources for personal profit, except as permitted under the ŷ��ڱ��Ƶ's conflict of interest policy.
Enforcement of Acceptable Use Policy -- Violation of the Acceptable Use Policy may result in a denial of access to ŷ��ڱ��Ƶ information technology resources, and other appropriate disciplinary actions.

110.010 Regulations

Facilities and Equipment -- Unless otherwise specifically ordered by the Board, the President of the ŷ��ڱ��Ƶ may assign or reassign sites of the ŷ��ڱ��Ƶ for use by the ŷ��ڱ��Ƶ or any campus thereof. The use of sites assigned to the ŷ��ڱ��Ƶ shall be under the direction and control of the President. Sites assigned to a campus of the ŷ��ڱ��Ƶ shall be subject to the following regulations on use of facilities. Sites assigned to the ŷ��ڱ��Ƶ shall be subject to such regulations except that assignments or waivers provided for in such regulations shall be made by the President.
General Regulations
1. Intended Purpose -- ŷ��ڱ��Ƶ buildings and grounds are intended for use by students, faculty and staff in support of the ŷ��ڱ��Ƶ's mission of research, instruction and extension.
2. Direction of the Chancellor -- The Chancellors of the UM ŷ��ڱ��Ƶ are delegated authority for the management of the buildings and grounds of each campus. Where regulations require direction of the Chancellor, said regulations may be administered by Chancellor’s designee(s).
3. Religious Services or Groups -- No advantage shall be given to any religion or religious group.
4. Requirements -- All classes, meetings or assemblages and use by individuals of any sort held in ŷ��ڱ��Ƶ buildings or on ŷ��ڱ��Ƶ grounds are subject to applicable U.S. and Missouri laws and ŷ��ڱ��Ƶ requirements, rules and regulations. In addition, it is expected that proper care will be taken of the facility and that simple rules of courtesy, decency and good manners will be observed at all times. Any failure to abide by these requirements may cause the permission for the use of the facility to be withdrawn at any time, or for future permission for use of any ŷ��ڱ��Ƶ facilities to be denied.
  1. The open possession of and discharge of firearms, weapons and explosives on ŷ��ڱ��Ƶ property including ŷ��ڱ��Ƶ farms is prohibited except in regularly approved programs or by ŷ��ڱ��Ƶ agents or employees in the line of duty. This rule shall not be construed as consent to the possession of concealed firearms, weapons, or explosives on ŷ��ڱ��Ƶ property.
  2. The possession, use, or distribution of controlled substances under state or federal law is prohibited on ŷ��ڱ��Ƶ property and at ŷ��ڱ��Ƶ-sponsored or ŷ��ڱ��Ƶ-supervised activities. The possession, use, or distribution of alcoholic beverages is prohibited on ŷ��ڱ��Ƶ property and at ŷ��ڱ��Ƶ-sponsored or ŷ��ڱ��Ƶ-supervised activities except as approved in accordance with Section 110.050 of these Collected Rules and Regulations.
  3. No ŷ��ڱ��Ƶ building, or part thereof, or grounds may be occupied as living rooms or bedroom except those duly set aside for such purposes.
  4. The ŷ��ڱ��Ƶ reserves the right to set reasonable time, place and manner restrictions on all meetings, gatherings or get-togethers to assure that the most beneficial use of the buildings and grounds of the ŷ��ڱ��Ƶ is made and that there is no interference with the right of students to obtain an education.
  5. The use of ŷ��ڱ��Ƶ facilities should not imply an endorsement of any individual, group or organization and the name of the ŷ��ڱ��Ƶ shall not be identified in any way with the aims, policies, programs, products, or opinions of any individual, groups or organizations which may meet in ŷ��ڱ��Ƶ buildings or on ŷ��ڱ��Ƶ grounds in accordance with these regulations.
5. Violations -- Violations of the law or ŷ��ڱ��Ƶ policies and regulations may result in removal from campus. Students, faculty and staff may be subject to discipline in accordance with ŷ��ڱ��Ƶ policy. Non-affiliated individuals may be issued a no-trespass notice restricting access to ŷ��ڱ��Ƶ property when their actions are determined to constitute a threat to persons or property or a substantial disruption to the functioning of the institution.
Use for Classrooms, Laboratories and Office Space
1. Assignment of space in ŷ��ڱ��Ƶ buildings for continuing use by division, departments or other units for use as research laboratories, offices or other specific purposes will be made by the Chancellor.
2. Assignment of classrooms and laboratories for scheduled classes and examinations will be made on a semester-by-semester basis by the Chancellor.
3. Members of the ŷ��ڱ��Ƶ faculty, staff or students who are assigned office space in a building on the campus, and who have been authorized to have a building exterior key, shall be authorized to use such assigned office space whenever their work may require such use.
Use by Recognized Student Groups
1. In addition to the general rules and procedures, the following rules apply to use of ŷ��ڱ��Ƶ facilities by student groups and individuals.
2. ŷ��ڱ��Ƶ buildings and grounds may be utilized and open to the public for appropriate activities and programs sponsored by an officially recognized student organization, provided that such programs are in accordance with the rules and regulations established by the Board of Curators for such events, and further, that the organization file a written request for approval of the activity or program at least ten days prior to the event. The Chancellor is authorized to make an exception to the ten day rule in special circumstances.
3. ŷ��ڱ��Ƶ buildings or grounds may not be used by student organizations or enterprises which declare a dividend among its members or from which members derive financial profit; but such student organizations or enterprises may use facilities under the same conditions as nonstudent groups.
4. It is recognized that from time to time ad hoc groups or students may wish to use ŷ��ڱ��Ƶ facilities for purposes of meetings for social events. Such groups may do so only by written permission of the Chancellor.
Use by Non-Student Individuals and Groups
1. In addition to the general rules and procedures specified above, the following rules apply to use of ŷ��ڱ��Ƶ facilities by non-student individuals and non-student groups; but this section of the regulations does not apply to official ŷ��ڱ��Ƶ public functions.
2. Persons who are not students or employees of the ŷ��ڱ��Ƶ, while on ŷ��ڱ��Ƶ property, are required to abide by ŷ��ڱ��Ƶ policies and regulations.
3. Persons who are not current students or employees of the ŷ��ڱ��Ƶ and who are on ŷ��ڱ��Ƶ property without specific permission or authorization or without an appropriate purpose may be deemed guilty of trespass. A person shall be deemed to be on ŷ��ڱ��Ƶ property "without specific permission or authorization" from and after such time as they are requested to leave the property. A person shall be deemed to be on ŷ��ڱ��Ƶ property "without an appropriate purpose" whenever their presence is not reasonably related to the ŷ��ڱ��Ƶ's educational function, or an approved ŷ��ڱ��Ƶ related extracurricular activity.
4. Use of available ŷ��ڱ��Ƶ facilities may be granted to nonstudent groups for meetings, programs and activities:
  1. When the meeting, program and activity is sponsored by or the group is invited by an instructional or administrative division or department as a part of its educational program with the approval of the dean or the appropriate administrative officer of that division or department.
  2. When sponsored by a learned, educational, professional, or scientific society for organizational or educational purposes when recommended by a dean or other appropriate administrative officer.
  3. Other nonaffiliated and nonsponsored groups may make use of the facilities of the ŷ��ڱ��Ƶ upon written approval of the Chancellor.
5. Affiliated groups, as specified above in Section 110.010 E.4.a and E.4.b may be charged an approved fee.
6. Nonaffiliated, nonsponsored groups, as specified above in Section 110.010 E.4.c will be charged a fee approved by the Chancellor.
7. The Chancellor is authorized to establish specific procedures for scheduling and use of ŷ��ڱ��Ƶ facilities for all meetings of non-student groups to implement these regulations.
Noncommercial Expressive Activity
1. The Chancellor (or designee) may maintain and enforce reasonable time, place, and manner restrictions for noncommercial expressive activities on outdoor areas of any campus of the ŷ��ڱ��Ƶ, provided that such restrictions shall:
  1. Be in service of significant institutional interests;
  2. Employ clear, published, content- and viewpoint-neutral criteria; and
  3. Provide for alternative means of expression.
2. Subject to such reasonable time, place, and manner restrictions, noncommercial expressive activity shall be permitted on outdoor areas of any campus of the ŷ��ڱ��Ƶ as long as such activity is not unlawful and does not materially and substantially disrupt the functioning of the institution.
Sales, Solicitation, Collections and Advertising in ŷ��ڱ��Ƶ Buildings or on ŷ��ڱ��Ƶ Grounds
1. The sale of anything, the soliciting of subscriptions or the collection of dues is prohibited in the ŷ��ڱ��Ƶ buildings and upon ŷ��ڱ��Ƶ grounds without prior authorization of the Chancellor.
2. Recognized student organizations may not solicit subscriptions or collect dues from prospective students or guests of the ŷ��ڱ��Ƶ when such guests are in ŷ��ڱ��Ƶ buildings or on ŷ��ڱ��Ƶ grounds.
Cleaning and Decorations
1. Cleaning -- All debris must be removed from buildings and premises immediately following an event by the organization concerned. In case extraordinary cleaning is necessary by the ŷ��ڱ��Ƶ, the cost of such work shall be paid by the organization creating such a necessity. Any damage to a building or a loss of ŷ��ڱ��Ƶ owned material or equipment resulting from the use of a building by any organization shall likewise be charged to the responsible organization.
2. Approval -- No decorations shall be permitted in or on ŷ��ڱ��Ƶ buildings or grounds except as approved by the Business Officer.
3. Fees -- With the approval of the Chancellor, the Business Officer may establish an appropriate fee for use of ŷ��ڱ��Ƶ buildings by groups.
4. Any rules and regulations not in conformity herewith are hereby repealed.
ŷ��ڱ��Ƶ Equipment
1. Use of Equipment -- The use of ŷ��ڱ��Ƶ equipment by individuals or organizations for activities not directly connected with the ŷ��ڱ��Ƶ of Missouri shall be prohibited and no loan of ŷ��ڱ��Ƶ equipment shall be made to any individual or organization except where reciprocal use of property is involved such as the exchange of chairs between the ŷ��ڱ��Ƶ of Missouri and Stephens College.
2. Equipment to Remain on Property -- No ŷ��ڱ��Ƶ equipment may be taken from ŷ��ڱ��Ƶ property except where such equipment is to be used in the line of official duty.
Fees
1. The Chancellor (or designee) may impose service, use, cleaning, or other fees according to Section 110.020 of these Collected Rules and Regulations.

110.015 Facilities Needs Funding and Reporting

The ŷ��ڱ��Ƶ of Missouri recognizes the value of its buildings. To assure that buildings are renewed, that deferred maintenance is addressed, and that modernization occurs, an industry best practice requires an annual investment that supports the maintenance of a Facilities Condition Needs Index (FCNI) of 0.30 or lower. The FCNI is calculated as the sum of the total cost of capital renewal, deferred maintenance, and plant adaption divided by the estimated replacement cost of the buildings.

Each campus will annually establish its facilities needs funding (hereinafter "Funds") by calculating the investment required to achieve and maintain the campus FCNI goal (0.30 or lower is recommended) for its Education & General (E&G) facilities within the following ten years. The required annual investment based on the FCNI goal will be stated in dollars and as a percent of the estimated replacement value. If the campus budget amount is less than the established goal, the campus will identify the funding difference and the impact on its FCNI and on its total facility needs (backlog). Non-E&G (Auxiliary supported) facilities will also budget for annual facilities needs funds but may use another campus approved reinvestment goal. A minimum expenditure of 1.0% of building replacement value is required.
Funds shall be used to prevent deterioration of facilities and facilities-related fixed equipment. Funds shall also be used to repair, replace, or renovate facilities and facilities-related fixed equipment. Expenditures from Funds may include preventative maintenance, routine repair, major repair and replacement, and renovation to meet program modernization needs and changing standards.
Annually, each campus shall submit to the Vice President for Finance and Administration the list of projects using Funds for the previous fiscal year and specifically identify the amount funded for preventative maintenance programs. From this information, a report will be compiled for review by the President.

110.020 Service and Use Fees

In accordance with the provisions of the Board of Curators Regulations, Section 110.010.J, the following Fees and Rules for applications thereof are hereby authorized.

Service Fee -- A service fee may be established by any Chancellor or designee for all facilities, including both buildings and grounds, used or owned by the ŷ��ڱ��Ƶ for short courses, non-credit courses, conferences, seminars, symposia, colloquia, meetings, institutes, and activities similar in nature to these specified activities.
Use Fee
1. A use fee may be established by any Chancellor or designee for all facilities used or owned by the ŷ��ڱ��Ƶ, including both buildings and grounds, for those functions or activities for which such use fee is to be charged under this order.
2. Such use fee, when otherwise applicable under ŷ��ڱ��Ƶ regulations, may be waived or modified only by the Chancellor or designee.
3. Such use fee shall be collected by the Vice Chancellor for Finance and Administration or his or her representative.
4. A written contract approved by the General Counsel shall be required for any facility requiring a use fee.
5. Schedules of use fees shall be maintained and published by the Vice Chancellor for Finance and Administration or his or her representative.
Application of Fees -- Who Shall Pay
1. No Fee Shall be Charged
  1. For use of regularly assigned facilities for the use by students, faculty and staff for which the assignment is made under Section 110.010 B.1, B.2, B.3, or C.
  2. For duly recognized student organizations for normal activities. However, if the activity involves the charging of admission, the sale of anything, the solicitation of subscriptions or the collection of dues, or donations, or if the organization is engaged in any for-profit purpose or may declare a dividend; such activity requires the prior authorization of the Chancellor or designee.
  3. Ad hoc groups of students with written prior approval of the Chancellor or designee.
  4. Any advisory committee or board of the ŷ��ڱ��Ƶ.
  5. For outdoor space used for noncommercial expressive activity under Section 110.010.F.
2. A Service Fee Shall Be Charged
  1. For a non-student group sponsored by or invited by an instructional or administrative division or department as a part of its educational program with approval of the dean or appropriate administrative officer.
  2. For nonstudent groups sponsored by a learned, educational, professional or scientific society for organizational or educational purposes when recommended by a dean or other appropriate administrative officer.
  3. All off campus ŷ��ڱ��Ƶ affiliated, sponsored or invited activities, if such fee would apply were such activity held on campus.
3. A Use Fee Shall be Charged for Facilities
  1. For nonaffiliated, nonsponsored groups approved in accordance with Section 110.010 E.4.c.
  2. For any group or organization, including student, faculty or non-academic employees of the ŷ��ڱ��Ƶ:
    
    (1) Which is not specifically exempted under Section 110.020 C.1 hereof, or
    (2) Which charges admission to the function involved, or
    (3) If the activity involves sale of anything, the solicitation of subscriptions or the collection of dues, or donations, or
    (4) Which derives a financial profit, or
    (5) Which declares a dividend among its members.
Scheduling of Facilities -- Facilities shall be scheduled in accordance with regulations established under Section 110.010.
Student -- For the purpose of this rule, the definition of a student as defined by the Board of Curators shall be restricted to one who has paid the incidental fee established by the Board of Curators either on a full-time or part-time basis. Where an incidental fee has been established for a specific educational activity or program of study, persons enrolled shall be considered a student only for that activity or program.
Special Services, Equipment, Labor or Materials -- Any request or requirement for special services, equipment, labor or materials, or for extraordinary cleaning or to repair any damage shall be furnished on a cost reimbursable basis in addition to any use fee or service fee.

110.030 Keys to Doors and Buildings

Staff and Student Access to Locked Buildings -- It is the policy of the ŷ��ڱ��Ƶ that other than during normal working hours, all buildings shall be locked in order to maintain the security of both the buildings and their contents. Staff members and students may be issued keys to ŷ��ڱ��Ƶ buildings upon the recommendation of the department chairman or administrative head and approval of the official in charge of the building, or his designee, in accordance with established procedures.
1. Keys are issued for entry to ŷ��ڱ��Ƶ buildings for the purpose of conducting official business only.
2. An authorized individual entering or leaving a locked building shall not permit any individual to enter who would not normally be permitted to enter the building during the hours it is locked. An authorized individual may have guests with them so long as the guests stay in the proximity of faculty or staff member having the assigned key and the authorized individual assumes full responsibility for their presence.
3. An individual entering or leaving a locked building shall be responsible for securing the door and may be held responsible for any loss or damage to ŷ��ڱ��Ƶ property resulting from his failure to do so.
Special Assignment -- Special assignment of keys, where required (such as to contractors, etc.) may be authorized by the Campus Business Officer (Director of Physical Plant for ŷ��ڱ��Ƶ-Wide).
Conditions for Returning Keys -- All keys issued remain the property of the ŷ��ڱ��Ƶ and shall be returned under the following conditions:
1. For Staff Members
  1. Upon transfer to another department or building.
  2. Upon termination of employment.
  3. Upon the request of the department chairman or administrative head.
  4. Upon being granted a leave of absence without pay for a period of 30 or more calendar days; however, staff members granted such leaves may retain their key if they are authorized to have access to the building and/or office during the leave.
2. For Students
  1. At the end of the academic semester or period after which the keys will not be used for at least 30 calendar days.
  2. Upon the request of the department chairman or administrative head.
3. It is the responsibility of the appropriate department chairman or administrative head and official in charge of the building or his designee, to insure that all keys are returned under these provisions.
Transfers -- Individuals transferring to another department or building may be issued new keys upon the recommendation of the new department chairman or administrative head and approval as defined in Section 110.030 A, above.
1. In no case is a key to be transferred from one individual to another or to be obtained from any source other than from the ŷ��ڱ��Ƶ.
  1. When any transfer or duplication of a key is made or used without ŷ��ڱ��Ƶ consent, the key shall be taken up and the individual(s) involved reported to the administrative head, dean or superior officer for appropriate action.
Campus Regulations and Procedures -- Each campus shall be responsible for the establishment and implementation of regulations and procedures necessary for the assignment and control of keys to ŷ��ڱ��Ƶ buildings.
1. All such regulations and procedures are subject to the review and approval by the Office of Assistant Vice President for Management Services.

110.040 Sound Amplification Devices

Sound Amplification Devices -- As used in this regulation, "sound amplification devices" means any electrically operated or assisted device for the amplification of sound including but not limited to public address systems, bullhorns, music or voice amplifiers, megaphones, or any combination thereof.
The indiscriminate and non-regulated use of sound amplification devices in the buildings and on the campuses and grounds of the ŷ��ڱ��Ƶ of Missouri is detrimental to and seriously disrupts and impedes the ŷ��ڱ��Ƶ in accomplishing and carrying out its functions, missions and obligations as an educational institution.
Permits Issued by Chancellor -- The use of sound amplification devices in buildings, on the campus or any site of the ŷ��ڱ��Ƶ, whether owned by the ŷ��ڱ��Ƶ or under its control, except as provided below in Section 110.040 B.1, is hereby prohibited unless a permit for the use of the same is first obtained from the Chancellor of the campus on which the use is proposed, or his designated representative.
1. This regulation shall not be deemed to limit the use of sound amplification devices as a part of and in furtherance of ŷ��ڱ��Ƶ sponsored and scheduled activities or by ŷ��ڱ��Ƶ officials, faculty and employees in performance of their duties.
2. Permits issued pursuant to this regulation shall specifically specify the time, duration, location and manner for which the proposed use of a sound amplification device is authorized. Any use thereof which deviates from the permit as to time, duration, location and manner shall cause the revocation by the ŷ��ڱ��Ƶ of said permit.
Conditions for Granting Permits -- A permit for the use of a sound amplification device may be granted:
1. When the time, location, manner and extent of amplification will not unreasonably interfere with, detract from or distract the students, faculty, employees and guests of the ŷ��ڱ��Ƶ from their ŷ��ڱ��Ƶ scheduled academic, research or business activities.
2. When the time, location, manner and extent of amplification will not unreasonably interfere with, distract or otherwise cause unreasonable congestion of students, faculty, employees and guests of the ŷ��ڱ��Ƶ in going to and from ŷ��ڱ��Ƶ scheduled academic activities or business affairs.
3. When the time, location, manner and extent of amplification will not unreasonably interfere with, distract from or hamper the ŷ��ڱ��Ƶ, its faculty and staff from fulfilling its obligations and missions by providing an educational institution for the benefit and enhancement of all students in attendance.
Failure to Obtain a Permit -- Any use of a sound amplification device without a permit will result in disciplinary action being taken against the user, including the confiscation of such equipment or devices.

Policy -- The use, or possession of any alcoholic beverage is prohibited on all ŷ��ڱ��Ƶ property, except in the President's residence and the Chancellors' residences, and the sale, use or possession may, by appropriate ŷ��ڱ��Ƶ approval be allowed in approved ŷ��ڱ��Ƶ Alumni Centers or Faculty Clubs or other designated facilities and for single events and reoccurring similar events in designated conference, meeting, or dining facilities provided by ŷ��ڱ��Ƶ food services, subject to all legal requirements.
Procedures -- In accordance with the above policy, the following procedures shall be followed:
1. The President shall be the ŷ��ڱ��Ƶ's Managing Officer designated by the Board of Curators as the person responsible on behalf of the ŷ��ڱ��Ƶ for compliance with state law.
2. That the Chancellor for each campus be delegated the authority for acting upon the requests to use alcoholic beverages on ŷ��ڱ��Ƶ property.
3. That all requests for use of alcoholic beverages on ŷ��ڱ��Ƶ property be submitted to the Chancellor or designee at least seven (7) days prior to the date of the intended use.
4. That each written request submitted contain the following information:
  1. The date and time of the activity.
  2. The name of the group making the request and the general makeup of its constituency.
  3. The location of the activity.
  4. The nature of the activity and the general type of the group to attend.
  5. The name of the person exercising responsibility for the activity.
5. Each Chancellor will designate a person who would be responsible on behalf of the campus for compliance with state law.
6. Each premise, except the President's residence and the Chancellors' residences, on the respective campuses which will service alcoholic beverages will need to be licensed.
7. Any additional campus regulations shall be submitted to the President for approval prior to implementation by the campus.

Whereas, plans developed under Chapter 44 of the Revised Statutes of Missouri contemplate that, in the event of enemy attack, portions of the population of large urban areas will be evacuated to Boone and Phelps Counties, thus necessitating the use of the personnel and facilities of the ŷ��ڱ��Ƶ of Missouri to provide them with shelter, food, and medical care, and like necessity may arise as to persons injured or made homeless by other disasters, such as tornado or flood; and
Whereas, the personnel and facilities of the ŷ��ڱ��Ƶ of Missouri may be subjected to danger or damage by enemy attack or other disasters; and
Whereas, the normal administrative organization and operational plans of the ŷ��ڱ��Ƶ of Missouri, intended to further teaching and research, being inadequate for preparations for and operations under such emergency disaster conditions, special plans and regulations to govern preparation for and operations during such disasters are necessary.
Director of Disaster Relief -- The President of the ŷ��ڱ��Ƶ of Missouri is hereby appointed Director of Disaster Relief for the ŷ��ڱ��Ƶ of Missouri, including all campuses, and he is authorized and empowered to adopt, promulgate, and from time to time amend campus disaster plans for the ŷ��ڱ��Ƶ campuses with reference to the operations following enemy attack or disasters which cause damage or danger to the facilities or personnel of the ŷ��ڱ��Ƶ or to persons whom these personnel and facilities should be used to relieve, such plans to include appropriate provisions for the devolution of the powers and duties hereby granted to the President of the ŷ��ڱ��Ƶ as Director of Disaster Relief in case of his inability for any reason to act as such Director of Disaster Relief; and that as such Director of Disaster Relief he is hereby given full power to determine the existence of a disaster, proclaim its existence, direct disaster relief operations, and terminate such operations, and with full power to use the facilities and personnel of the ŷ��ڱ��Ƶ in such manner as he shall determine proper in carrying out the full intent and purposes of this resolution.
In all cases where feasible, the plan and any amendment thereto shall be filed with the Secretary of the Board of Curators and shall be subject to change or modification by the Board.

110.070 Personal Property Reclamation Office

Established on Each Campus -- A personal property reclamation office is hereby established on each of the four (4) campuses of the ŷ��ڱ��Ƶ of Missouri for the purpose of facilitating the return of items of personal property found on ŷ��ڱ��Ƶ premises to the true owners.
Location -- The personal property reclamation office is to be located at and administered through an appropriate ŷ��ڱ��Ƶ department as may be designated by the Chancellor of each campus.
Definitions
1. Mislaid Personal Property -- The term "mislaid personal property" means property which the owner has voluntarily laid down and has forgotten where it was placed.
2. Abandoned Personal Property -- The term "abandoned personal property" means property which the owner has intentionally relinquished his ownership in the property and cast the property aside.
3. Lost Personal Property -- The term "lost personal property" means property which the owner has involuntarily parted with through neglect, carelessness or inadvertence, that is, property which the owner has unwittingly suffered to pass out of his or her possession and of whose whereabouts he or she has no knowledge or cannot recover it by an ordinarily diligent search.
Policy -- Policy for mislaid, abandoned and lost personal property.
1. Mislaid Personal Property -- Any item of mislaid personal property found on ŷ��ڱ��Ƶ premises (limited to campus premises) shall be turned in to the personal property reclamation office on the respective campus.
2. Abandoned Personal Property -- Any item of abandoned personal property found on ŷ��ڱ��Ƶ premises (limited to campus premises) may be turned in to the personal property reclamation office on the respective campus.
3. Lost Personal Property -- Any of lost personal property found on ŷ��ڱ��Ƶ premises (limited to campus premises) with a value of less than $10 may be turned in to the personal property reclamation office. Any such item with a value of more than $10 shall be retained by the finder subject to the rights and obligations set forth in Sections 447.010, .020, .030, .040, .050 and .060 of the Revised Statutes of the State of Missouri for 1969.
Procedures
1. When an item of personal property has been turned into the personal property reclamation office, it shall be tagged setting forth the date it was received and assigned a number. The item shall also be listed on a running inventory sheet which shall set forth the item number, the date received and a brief description of the property.
2. A person desiring to reclaim his or her property shall give satisfactory evidence of ownership of the particular item to the personal property reclamation office. If the description of the property and the evidence of ownership is satisfactory, the property is to be returned to the owner. The person reclaiming his or her property shall execute a signed receipt for the property. The item will then be stricken from the inventory list.
3. Disposition of unreclaimed property: After an item has been held for a period of six (6) months and is unreclaimed, the ŷ��ڱ��Ƶ may sell the property at public auction or may turn the property over to a recognized organization of the ŷ��ڱ��Ƶ designated by the Chancellor who shall proceed to sell the same at public auction. The proceeds of said sale shall be used by the ŷ��ڱ��Ƶ or designated organization for some worthy cause or purpose associated with the aims and endeavors of the ŷ��ڱ��Ƶ as approved by the Chancellor. Notice of said public auction shall be published in the newspaper in the county in which the campus is located at least ten (10) days before said auction. Said notice shall contain a description of the personal property to be sold. Prior to said auction any person claiming to be the owner of any item offered for sale may file a written notice with the said organization setting forth his or her claim of ownership. Upon the filing of said claim of ownership, the procedures set forth above in paragraph 2 will be followed.

Purpose – As a general rule, the exterior areas, landmarks and interior spaces of ŷ��ڱ��Ƶ owned or leased property shall bear distinctive names and locations which reflect outstanding contributions in keeping with the nature and mission of the ŷ��ڱ��Ƶ. The purpose of this rule is to set forth guidelines for the criteria used and the approvals needed in the naming, establishment, and changes for such exterior areas, landmarks and interior spaces in honor of individuals and organizations.
Definitions – For purposes of this rule, the following definitions shall apply:
1. “Exterior Areas” shall mean ŷ��ڱ��Ƶ owned or leased buildings, locations, including open air spaces, and major facilities, such as arenas and stadiums, where the name is displayed on the outside of a structure or is easily viewable by the general public.
2. “ŷ��ڱ��Ƶ Landmarks” shall mean statues and other landmarks on or in ŷ��ڱ��Ƶ owned or leased property.
3. “Interior Spaces” shall mean auditoriums, laboratories, class rooms, conference rooms and other significant interior spaces in ŷ��ڱ��Ƶ owned or leased buildings where the name is displayed inside the building and viewable by those inside the building.
4. “Organizations” shall mean foundations, trusts, not-for-profit entities, corporations or other legal entities.
Approvals – The following approvals are required to name an Exterior Area, ŷ��ڱ��Ƶ Landmark or Interior Space:
1. Exterior Areas – The naming of Exterior Areas requires the approval of the Board of Curators.
2. ŷ��ڱ��Ƶ Landmarks – The placement, establishment or designation of ŷ��ڱ��Ƶ Landmarks, as well as the naming thereof, requires approval of the Board of Curators.
3. Interior Spaces – The naming of Interior Spaces requires the approval of the President of the ŷ��ڱ��Ƶ.
Guidelines – Names for Exterior Areas, ŷ��ڱ��Ƶ Landmarks and Interior Spaces should enhance the public reputation of the institution. The following guidelines are suggested in proposing and approving such names:
1. Faculty, staff members or Organizations who have rendered distinctive service to the ŷ��ڱ��Ƶ.
2. Graduates, former students, individuals such as Curators, etc., or Organizations who have rendered distinctive service to the ŷ��ڱ��Ƶ.
3. Persons or Organizations dedicated to the purpose, nature and mission of the ŷ��ڱ��Ƶ, who have achieved outstanding distinction through civic, intellectual or artistic contributions to the development of the area, state, and nation or to Missouri history.
4. Persons or Organizations who make or have made a substantial financial contribution toward the cost of the construction or renovation of the Exterior Area or Interior Space or persons or Organizations who have had a substantial contribution toward the cost of the construction or renovation of the Exterior Area or Interior Space made in their behalf. If named for a donor or a donor's designee, the name should be based on the eminence of the donor or designee and the donor or designee's relationship to the institution as well as the significance of the gift.
Limitations – Generally, the ŷ��ڱ��Ƶ shall name no more than one Exterior Area or ŷ��ڱ��Ƶ Landmark to honor an individual or Organization. The naming of more than one Exterior Area or ŷ��ڱ��Ƶ Landmark to honor the same person or Organization shall require an express determination and vote by the Board finding that it is in the ŷ��ڱ��Ƶ’s best interest to permit such an additional naming.
Reservations – The Board reserves the right to change or remove the name of an Exterior Area or Interior Space, or the name, placement, establishment or designation of a ŷ��ڱ��Ƶ Landmark, if it determines that the name is detrimental to the best interests of the ŷ��ڱ��Ƶ. The President reserves the right to change or remove the name of an Interior Space if he or she determines that the name is detrimental to the best interests of the ŷ��ڱ��Ƶ.
